Following the IPCO Data Assurance Inspection we are looking for a Comms Data Assurance Manager (otherwise known as Comms Data Digital Investigations Manager) to join our organisation and manage the response of Avon and Somerset Constabulary.

The successful candidate will be working alongside members of the Senior Leadership Team to manage the risks and compliance issues associated with legislation to ensure we are compliant for future external inspections.

Acting as the single point of contact between the force and regional law enforcement you will be responsible for reviewing and removing historical records.  In addition to this you will need to future proof the process, via an automated system, in which you will be required to work collaboratively in the design and implementation.

In this role, your main responsibilities will be:  

  • Develop, progress and oversee the delivery of an action plan for each of the covert disciplines
  • Preparing the Constabulary for data assurance compliance in readiness for IPCO inspections, including one to one briefing for senior officers. 
  • Securing chief officer and directorate lead support for the requirements of the force response to the data assurance work stream – briefing the Confidence & Legitimacy Committee, working with the Force Data Protection Officer and Head of Legal Services to identify data assurance issues as a key risk for the Force Risk Register
  • Developing and enhancing policy & procedure to add to the force procedural guidance for all covert disciplines
  • Identify future strategy & secure funding & resources to implement it. Engaging with senior officers and directorate leads for finance and IT in all five regional forces to secure support designed to make all of the forces in the region lawfully compliant with the relevant legislation.
  • Developing training material
  • Delivering training to senior leaders and operational managers

    Skills, experience and qualifications required:

    • You will need to have excellent communication skills both orally and written with the ability to negotiate and influence individuals both internal and external to the organisation.
    • You will need to have experience of managing staff (sickness/appraisal/development etc) along with having experience of developing and delivering bespoke training packages.
    • Experience and knowledge of relevant legislation (RIPA etc) is essential as if the ability to handle confidential information.
    • You will need to have computer literacy skills (Microsoft and bespoke packages) along with the ability to prioritise and meet deadlines with good attention to detail.
    • You will need to hold a current driving licence or be able to travel around the force area by alternative means.

    The successful candidate for this role will have the opportunity to work from home whilst also at a secondary work location, which will be a police premises.
