Are you a dedicated leader with experience of steering change and innovation within an organisation?

We have a new opportunity for a passionate and experienced leader to join us as the Head of Innovation and Strategy to work on Government set national priorities, including feeding into the National Resilience Strategy and the review of the Civil Contingencies Act. 

Avon and Somerset Local Resilience Forum (ASLRF) is a multi-agency partnership of emergency responders covering the Avon and Somerset area. ASLRF plan and prepare for a range of emergencies and support the communities of Avon and Somerset to prepare for and to become more resilient to emergencies. As an organisation we have a number or risks and threats which can include flooding, transport accidents, industrial hazards and terrorism which we plan for. 

You will scope, develop, coordinate and deliver resilience activities such as authoring plans, procedures and protocols in line with the LRF Funding Pilot 2021/22 which supports the objectives set out by the Integrated Review 2021 and National Resilience Strategy.

In this role, your main responsibilities will be:

  • Managing a portfolio of transformation programmes to include commissioning, prioritisation and monitoring of programmes and ensuring agreed benefits are identified and realised.
  • Overseeing the delivery of the ASLRF Funding Pilot strategy once scoped and developed, managing the approach to implementation. Provide assurance that all requirements are being met and demonstrate the required value adding on top of the business as usual duties. 
  • Evaluating existing service provision taking account of feedback and broader external developments, to ensure innovative solutions are proposed to maximise service quality, efficiency and continuity
  • Developing and ensuring implementation of operational plans and play a key role in the formulation of strategic longer term plans for a broader functional area to fit broader functional and organisational strategy.
  • Managing allocated budget, resources, funding streams effectively and flexibly and control all related expenditure to ensure delivery of targets/objectives within budget.
  • Leading, motivating and developing a group of staff across a function/service, or as a significant part of a multi-disciplined function to ensure all relevant annual organisational targets and goals are delivered within budgetary/resource constraints. 

Skills, experience and qualifications required:

  • Experience of working collaboratively with senior management teams to agree strategic direction and successfully delivering change and innovation
  • Experience of strategic risk management and turning strategic aims and objectives into effective plans
  • Substantial practical or professional experience and understanding of a specialist area or supporting service teams and/or providing support to the public.
  •  Knowledge of relevant local, regional and national priorities, strategies and initiatives and their implications for the department and key areas of responsibility
  • Ability to build and sustain successful multi-agency working relationships with a demonstrable track record of successful people management, accountability for effective performance management and management of budgets and resources.

Additional information:

Whilst much of the time you will be able to work from home there is still the expectation to work from Police Headquarters, Portishead at times and where possible to liaise with the Secretariat.
