We are looking for a talented Lead Developer who will relish the huge sense of purpose that comes with helping us to achieve our vision of becoming an outstanding police service for everyone. You will be responsible for delivering a high performing Business Intelligence development capability, which will provide high quality actionable analytic and insight products to the organisation to inform and influence decision making across a range of boards and committees. We want to create a team with a diverse range of skills, experience and knowledge, either with a background in the public sector, or who may have never worked in our sector before but technical experience will be critical to this role. The Business Intelligence team are members of the Performance and Insight Department and are valued for their ability to problem solve through engaging with people and gaining understanding from data. You will work collaboratively to deliver innovative product development and support to the wider organisation to help build and improve data driven service delivery.

You will play a key part in developing, maturing and coaching a team of Technical Specialists and Data Officers ensuring the team operate to professional standards of quality and performance in terms of responsiveness and capability. Your work will enable the constabulary to have data driven ways of working across all levels of the organisation.

By providing technical and professional leadership in areas of technical design, coding standards and best practice you will play a key role in the onward development and delivery of our business intelligence tools. Working in partnership with senior managers, key stakeholders and business leads you will identify and deliver requirements that meet the needs of the business, proactively directing the way that data insights and business intelligence can support the organisation in becoming outstanding.

 

In this role, your main responsibilities will be:

  • You will lead and provide expertise (including subject matter expert) on technical issues, along with producing associated documentation, reports and technical specifications to inform business decisions.
  • You will be responsible for managing and leading a technical team, coaching and developing a specialist team ensuring high quality outcomes along with providing expertise to a range of complex issues in relation to applications and applying problem solving techniques. Ensuring the team operates to professional standards of quality and performance in terms of responsiveness and capability
  • You will evaluate, influence and make recommendations on emerging development technology and implement best practice within the Performance and Insight developer team, providing leadership on the strategic use of techniques and technology.
  • You will be a senior authority on business intelligence and provide advice, facilitation and support to the wider organisation. Facilitating change via the use of emerging technology and industry best practice.
  • Act as lead developer when developing products utilising strong knowledge of relational and multidimensional databases, strong database query language skills and report/app development skills (Qlik Sense / Business Objects).
  • You will actively engage, shape, influence and guide improvement projects and change initiatives that further enhance the Constabulary’s ability to deliver data driven services enabling the organisation to make informed choices.

Skills, experience and qualifications required:

  • You should be qualified to degree level in a relevant subject or have equivalent relevant experience
  • You must have experience of managing / supervising a team and good leadership skills
  • You have the ability to communicate in writing and verbally with the experience of influencing and negotiating with individuals
  • You have experience of leading and developing teams or complex projects
  • You are experienced in agile/scrum/continuous delivery methods of working
  • You have a strong knowledge of relational and multidimensional database structures.
  • You have strong database query language skills i.e. SQL
  • You have experience working with senior managers, database developers, internal customers and external partners
  • You must be computer literate
  • You should hold a full current driving licence or be able to travel around the force area using alternative transport

 

To be eligible to apply for this role you must have a 3 year ‘checkable history’ in the UK – ideally this means that you would have been resident in the UK for the last 3 years.
