Senior Information Governance Manager

We live in a data driven society and Policing is ever evolving to adapt and respond to the digital environment to ensure it can relentlessly pursue criminals, protect the vulnerable, and reduce crime, wherever that occurs.

Policing holds vasts amounts of data, for law enforcement and operational purposes, but how that data is used requires rigorous governance to ensure its retention and use is lawful, fair and proportionate and does not infringe on the rights and freedoms of individuals, such as the wider public.

In order to meet the organisation’s strategic ambitions for data a new opportunity has arisen within our in-house Information Governance team for a Senior Information Governance Manager to manage the delivery of the Information Governance function.

The role:

You will be responsible for the performance and oversight of the Information Governance function with a number of key roles reporting to you. You will report to the Head of Information Governance/Data Protection Officer and will play a key role in enabling Avon and Somerset Police to fulfil its strategic objectives and successfully deliver its Data Strategy.

Information Governance are a team of compliance specialists who support the Constabulary in meeting its strategic objectives whilst ensuring it complies with relevant legislation e.g UK GDPR and the DPA 2018.  Support provided covers a wide range of governance matters such as information sharing, information security, audit and regulatory compliance as well as providing expert advice on new data related initiatives. All of these areas working within the overall Information Governance framework.

Your main responsibilities will be to:

• Establish and maintain strong, effective working relationships with key stakeholders
• Be flexible, proactive and adaptable to the changing needs of the Constabulary on its journey to becoming an outstanding police force.
• Lead and manage a team of Data Protection specialists
• Communicate complex privacy-related concepts and requirements in simple terms, including being able to produce guidelines and other training documentation
• Conduct Data Protection Impact Assessments and make balanced, risk-based judgements
• Respond to rectification and deletion requests
• Oversee the investigation of data breaches with confidence and speed
• Oversee and draft complex Information Sharing Agreements and Data Processing Contracts for data protection compliance purposes
• Deputise for the Data Protection Officer in their absence
• Monitor the level of data protection compliance against relevant policies, practices, controls and procedures as well as the level of residual risk against key performance indicators. Convey outputs, results, issues and trends to the Data Protection Officer.
• Review and update Data Protection policies, training materials and guidelines. Devise and deliver training to employees.

Skills, experience and qualifications you will need:

You must be forward thinking and innovative in order to support the organisation to embed a culture of learning and continuous improvement by working with teams to identify, implement and embed areas for process improvement, innovation and efficiency.

You must be a subject matter expert, hold recognised relevant qualifications and be able to demonstrate the ability to undertake high level technical decision making in these areas.  In some instances, you will also be required to undertake independent reviews further to any appeals from the public around decision making.

You should have demonstrable management experience and it will be advantageous to have experience in performance delivery, designing and implementing information governance frameworks, including risk appetite assessments and the ability to work effectively with a wide range of stakeholders at all levels.

You will need to be able to keep up to date with changes in legislation and guidance and will be supported with your continuous professional development.

If you are an experienced Data Privacy Practitioner, ideally within law enforcement, or have a legal and compliance background with the required qualifications and thrive on working in a stimulating and challenging environment, this role provides an excellent opportunity to lead and shape a key, developing area of importance for Avon and Somerset Police.
