We are looking for someone who shares our values of Learning, Inclusive, Courageous and Caring to take on an exciting Head of Learning opportunity within Avon and Somerset Police.

We are proud to have established 3 accredited centres of excellence, to enable us to deliver a wide range of training for all employees from initial courses for new police officers, firearms, driving, IT, delivering an average of 6000 training events per year within the Force, as well as nationally and internationally.

The Head of Learning will continue the development of our newly created Leadership Academy with the vision to ensure everyone is a leader and drive the force to deliver the most outstanding policing service to its public.

You will lead a large team of highly skilled training professionals to ensure that the force develops and maintains the skills and competencies needed to provide an outstanding service to the public.

You’ll be used to working in a large, complex and fast paced environment with experience of, leading and shaping a training department. And you will have a demonstrable track record of successful people management and leadership, accountability for effective performance management and effective management of budgets.

You will be able to communicate and influence effectively and in a variety of situations and settings working with key stakeholders such as College of Policing and UWE to assure the quality of training being delivered and to ensure levels of accreditation are maintained in line with legal requirements.

This role reports into the Deputy Director of People and Organisational Development and will be responsible for facilitating innovation and change to drive improvement in order to maintain our force value of Learning.

In this role, your main responsibilities will include:

  • Contribute to development and delivery of the people strategy and plans to drive improvement in policing outcomes through a healthy, inclusive, engaged and productive workforce.
  • Develop, implement and monitor, a workforce learning and development strategy and plans, along with policies, procedures and practices to meet known and future requirements, ensuring compliance with all relevant applicable standards and regulations.
  • Drive the development and implementation of overall learning strategies and activities to reduce costs, introduce innovation, increase value and achieve best practice.
  • Contribute to and develop regional and other collaborative arrangements and activities to maximise impact and best use of resources.
  • Using relevant channels of engagement influence the development of national strategy on police learning.
  • Lead the management of the learning and development resources and budget, ensuring decisions reflect best value and properly balance individual needs and organisational requirements.

Skills, experience and qualifications required:

  • Recognised HR/L&D qualification (at CIPD Level 7 Advanced Diploma or equivalent learning/training experience)
  • Educated to degree level 6 by qualification or a significant level of relevant experience of equivalence
  • Has held a management role in a relevant setting of commensurate responsibility
  • Experience of implementing successful development, change and innovation
  • Knowledge of relevant local, regional and national priorities, strategies and initiatives and their implications for the department
  • It is desirable for the successful candidate to hold a full current driving licence or be able to travel around the force using alternative transport.

To be eligible to apply for this role you must have a 5 year ‘checkable history’ in the UK – ideally this means that you would have been resident in the UK for the last 5 years.

Blended Working/ Hybrid Working

Avon and Somerset Police encourage flexible working where operationally possible.
This role has been identified as a blended role.
The successful candidate for this role will have the opportunity to work from home whilst also at a secondary work location, which will be a police premises. The successful applicant will have the option to discuss working arrangements with their line manager. All applicants must reside within the UK.
