We have an exciting opportunity for an organised and resilient individual to join our covert operations team as a Surveillance Planner.

This is a varied and interesting role where you will be responsible for planning and providing support as well as specialist advice and guidance to senior managers and partner agencies for all surveillance operations at both local, regional and national levels. 

In this role, your main responsibilities will be:

  • Providing specialist advice and tactical guidance to senior law enforcement managers and partner agencies on the feasibility of proposed covert surveillance operations.
  • Reconnoitre subject premises/locations and produce feasibility reports, negotiating the provision of research to support the creation of operational risk assessments.
  • Providing a specialist, verbal and electronic briefing function to regional and national CT assets requiring surveillance, ensuring understanding of statutory requirements associated with the Regulation of Investigatory Powers Act 2000 (RIPA), the Police Act 1997 and other relevant legislation.
  • Acting as subject matter expert in relation to the formulation of covert operational communication plans.
  • Monitoring, developing and administering all digital and hard copy records relating to regional covert operations and RIPA authorities, ensuring that all information held is compliant with the standards set by the national Surveillance and Information Commissioners.

 

Skills, experience and qualifications required:

  • Basic intelligence/investigation skills.
  • Competent user of a range of surveillance equipment.
  • Good administration skills and the ability to research and evaluate information.
  • Excellent verbal and written communication skills 
  • Experience of producing written reports and presentations.

It would be beneficial if you have Level 1 or 2 National surveillance training or awareness, working knowledge / experience of firearms risk assessments together with a good understanding of disclosure and exhibit handling.


This role is part of a national, regional and local team and you will be required to travel for business purposes. This may include travel across the UK and is not limited to the South West. You will be asked to demonstrate flexibility regarding working hours in line with operational demand and occasionally this may require working away from home.  You must be prepared to work late shifts when required, and there is a requirement for weekend work on occasion (one weekend in eight) which you will be compensated for.

Work on a bank or public holiday as part of the normal working week will be compensated in line with conditions of service.

You must be prepared to be security cleared to an enhanced level. This post requires SC and MV vetting in order to start with the department however you will be expected to undertake advanced vetting (DV) for this role once in post.

You must be a British citizen to work for the department. If you hold dual nationality, one component of which is British, you may also be considered. However, if successful, you may be asked to relinquish your nonBritish nationality (and any entitlement you may have to a foreign nationality) as a condition of your confirmation of appointment with the department.  One of your parents should also be British or have substantial ties to the UK. In the latter instance; substantial ties means that your parent is a citizen of a British Overseas Territory, a Commonwealth citizen, US citizen, EEA citizen, British national or citizen overseas, and they would need to have demonstrable connections with the UK by way of family history or have been resident here for a substantial period of time. 

If you're already married to, or cohabiting with, a person who isn't a British citizen, you may still be eligible for employment at the discretion of the department. You should note however, that marriage to, or cohabitation with, a person who isn't a British citizen after appointment may, in some circumstances, result in the withdrawal of security clearance and subsequent transfer to another department, or (if this is not possible or the officer does not wish to transfer) dismissal. Each case will be considered on its merits, taking into account the ties between the person involved and the United Kingdom.
